Hey, watchers of Dr. Who and Torchwood:

What is up with Jack's "voice of a nightingale" thing in regards to Martha? Is that an allusion or an inside joke I've somehow never managed to catch despite watching both shows?

It's never really explained - persiflage_1 has one theory, or it could be a Florence Nightingale reference. Basically, someone wrote the line into Reset, and other writers decided to keep the reference going.
